He is the government's policy lead on Medical Technology, spearheading the implementation of the Government's first-ever Medical Technology Strategy, unveiled in February of the previous year. His portfolio of key initiatives showcases a commitment to innovation and efficiency in healthcare procurement and technology.These initiatives include the Design for Life programme, which champions a circular economy, and the Value Based Procurement Methodology for MedTech procurement, ensuring value for money and patient-centered outcomes are at the heart of procurement decisions.

David's career is distinguished not only by his current role but also by his previous 21 years as Chief Procurement Officer at Guy's and St Thomas' NHS Foundation Trust, where he was a double recipient of the Supply Chain Excellence Award in 2008 and 2021. His extensive experience and accolades underscore his qualifications to chair the Procurement Conference at this year's EBME Expo.
