Iain Threlkeld BEng(Hons), CEng, FIHEEM, MIPEM, RCT is Head of Clinical Engineering at The Rotherham NHS Foundation Trust. He has over 20 years’ experience in Clinical Engineering, starting at St James’ University Hospital in Leeds as part of a BEng in Electronic and Electrical Engineering. In 2001 he took up an opportunity with Medical Physics International and became their UK service manager. In 2009 he returned to the NHS and took up a role within the Clinical Engineering department at Bradford Teaching Hospitals NHS Foundation Trust. He became head of Clinical Engineering in 2011. In 2019 Iain stepped in the role of Senior Head of Estates. He still had Clinical Engineering under his remit alongside the operational estates teams within the Trust. In 2022 he returned to Clinical Engineering and moved to The Rotherham NHS Foundation Trust where he manages a team of engineers providing services to the hospital and the wider community. Iain is a Fellow of the Institute of Healthcare Engineering and Estate Management (IHEEM), through whom he is registered as a Chartered Engineer. He is also a member of the Institute of Physics and Engineering in Medicine (IPEM). In 2013 Iain joined the Register of Clinical Technologists management board when IHEEM replaced the IET, and in 2016 was elected registrar and is currently serving a third term of office. Iain has also been involved with other projects, he was part of the BSI committee which developed BS70000 and has acted as an external advisor and lecturer on the Clinical Engineering degree at the University of the West of England.

Joe Emmerson is the EBME Technical services manager at Manchester University NHS Foundation Trust. Joe began his career in 1990 as an apprentice electronics engineer in the Royal Electrical and Mechanical Engineers. He spent a varied 13 year career in the forces before leaving to become a biomedical engineering technical trainer for Capital Medical. Joe was employed by University Hospitals of Morecambe Bay NHS Trust for over 15 years, the first six years being as a site manager for Royal Lancaster infirmary and the latter as the Head of Medical Devices Management with corporate governance responsibility. Joe has been at Manchester University NHS Foundation Trust since July 2019 and his role involves managing technical services across multiple acute sites, within the largest cliniecal engineering department in the UK. Joe has a passion for Medical Device Management with particular focus on lean systems of work, operational processes and developing or specifying automated systems to support operational effectiveness. Captain Chrissy Hawkins embarked on her military journey in 2006 when she joined His Majesty Armed Forces as a Dental Nurse. Her dedication to continuous professional growth and unwavering commitment to patient well-being shone through during her various assignments both in the UK and overseas. In 2016, Chrissy made a pivotal decision to re-trade, undertaking a rigorous 2-year course at the Defence School of Healthcare Education to become an Operation Department Practitioner (ODP).
Post qualification, Chrissy immersed herself in military healthcare environments, providing crucial perioperative care alongside surgical teams. Her expertise and dedication caught the attention of her superiors, leading to her assignments to the esteemed 16 Medical Regiment in 2021. Within this unit, Chrissy played a vital role in ensuring the operational readiness and deployment of medical support for frontline airborne troops in the army spearhead VHR Air Manoeuvre Brigade (16 AA BCT).
In 2023, Chrissy transitioned back to the Joint Hospital Group South based in Portsmouth, where she continued to excel in delivering top tier clinical care and exhibiting exceptional leadership skills within a diverse multidisciplinary setting. Her professionalism, leadership acumen and unwavering commitment to military healthcare did not go unnotched, culminating in her successful selection for the 2024 LE/SSE Commissioning course. She qualified in 2005 and started working in Royal Liverpool University Hospital utilising her skills in Scrub, Recovery and Anaesthetics. Ste has worked on many engineering projects including a device to measure the speed of eye saccades, dose monitoring of children undergoing total body irradiation for leukaemia, estimation of burn surface area and initial fluid replacement in children and anaesthesia charting software. Mr Kapil Sahnan is a Consultant Surgeon at St Mark’s Hospital, London, and an Honorary Senior Clinical Lecturer at Imperial College London. He specialises in inflammatory bowel disease, complex proctology, and robotic surgery, training in Oxford, Bristol, London, and completing an ESCP/Intuitive fellowship in Barcelona. His PhD at Imperial focused on IBD, big data analysis, clinical trials, and healthcare technology. With 100+ peer-reviewed publications, he is an internationally recognised academic and educator. Curtis started his career in the legal sector before moving into the NHS system, working primarily within the purchasing and supply area but also spending a brief spell working with patient transport for London. Dr Rory Turnbull is a postdoctoral research fellow in the Healthcare Mechatronics Laboratory at the School of Mechanical Engineering at the University of Leeds. He brings expertise in medical device development, robotics, automation, and medical device regulation. Mr Adam Peckham-Cooper is a Consultant Emergency General Surgeon and the Lead Clinician for the Leeds Institute of Emergency General Surgery at St James University Teaching Hospital, Leeds.
Adam’s clinical focus is on the acute management of complex biliary disease, hernias and all major acute and emergency abdominal surgical presentations. He is an advanced laparoscopic surgeon committed to managing this high-risk patient group with keyhole techniques and has developed novel management and triage pathways and strategies to manage emergency surgical patients in ambulatory and closer to home settings. He is the Director of Emergency General Surgery for Association of Surgeons of Great Britain and Ireland and a national leader in this field.
He is passionate about the delivery of sustainable healthcare and particularly decarbonising surgical procedures and surgical care pathways. He led a Leeds based team to victory in a highly acclaimed national competition co-hosted by the Centre for Sustainable Health and Royal College of Surgeons (Eng) looking at the delivery of net-zero laparoscopic surgery and is now considered an expert in this field speaking globally on the subject. Fran Hegarty is a Clinical Engineer with extensive experience in applying and supporting healthcare technology at the point of care in public hospitals in Ireland. His research interests include Healthcare Technology Management, Clinical Measurement & Informatics, and Art in Health. He retired from the position of Chief Physicist for Children’s Health Ireland in 2023 but continues to lecture on clinical engineering and clinical informatics topics. Fran is also sound artist and music maker. He is currently studying for an M.Phil in Music and Media Technology in Trinity College Dublin.

She is Chair of The National Standards Authority of Ireland Health Informatics Standards Committee and has served as International Project Leader, Author and Editor of ISO TR8001-2-7 which provides guidance on the implementation of risk management processes for networked medical devices and as a member of ISO TC215 IEC SC62A JWG7. I am currently the Head of Clinical Engineering at Children’s Health Ireland (CHI), bringing 30 years of extensive experience in healthcare technology across commercial, adult, and paediatric settings. Over the past decades, I have led multidisciplinary teams responsible for the specification, selection, and commissioning of complex medical equipment, ensuring its safe and efficient operation to support high-quality clinical care.
In my role, I oversee the management of a wide range of medical devices and technology used throughout paediatric hospitals, including critical areas such as theatres, intensive care units, and specialised clinical departments. I work closely with clinical teams, procurement, digital health, and estates to ensure seamless integration and optimal performance of medical technologies. My approach centres on collaboration, quality improvement, and innovation, particularly as CHI prepares for the commissioning and opening of the new National Children’s Hospital.
I am involved in governance and compliance, aligning equipment management strategies with national and international standards and regulatory requirements. This includes active participation in Medical Device Equipment Management Committees that provide oversight and assurance for safe medical device use across the organisation.

Henk Stapert, PhD is a serial entrepreneur and an all-round healthcare innovation executive. He is currently CTO of smartQare, a dynamic Dutch start up in the field of remote patient monitoring. Previously he held several senior positions at Philips in program and R&D management, in global innovation portfolio management and innovation strategy. He has 25 years of experience in building new healthcare businesses both via corporate venturing as well as via VC backed startups.
Two of his radical innovations have already grown into successful businesses: The first one is the Idylla molecular diagnostics platform of Biocartis (Euronext, BCART) and the second one is Onvision, an ultrasound guidance and tracking platform, co-branded and marketed by both Philips and B. Braun. The third one, viQtor, a remote patient monitoring solution developed by smartQare, was recently awarded the CE mark under MDR and starts penetrating the markets.
Henk Stapert holds a master degree (1993) in Chemical Technology from the University of Twente and a PhD (1998) in Biomedical Engineering from the same university. After an award winning 2 years fellowship on smart drug delivery systems and photodynamic therapy at the University of Tokyo (1998), he joined Philips in 2000 and has been in several R&D and business positions since then. He has worked in the Netherlands, Belgium, Switzerland and Japan. He is a (co)inventor of over 25 granted patent applications and is a frequently invited speaker.

Senior Project Manager (Medical Device Integration) encompass Programme Health and Social Care Northern Ireland
Malcolm Colhoun is the Senior Project Manager (Medical Device Integration) for the encompass Programme, which has implemented a regional single electronic patient record for every citizen in Northern Ireland. During the initial Medical Device Integration Project, Malcolm’s focus has been on the integration of medical devices in high-acuity areas such as ICUs and general anaesthetics. He is now embarking on the optimisation phase of the project, which will realise an expansion of medical device integration in terms of functionality, devices, and area. Prior to joining the encompass Programme in 2021, Malcolm worked in Clinical Engineering where he led in supporting medical devices and informatics systems in critical care areas. Malcolm’s experience is that Clinical Engineering leadership is critical to medical device integration and advocates that, with ever-increasing connectivity of medical devices, Clinical Engineering must position itself at the core of integration and healthcare informatics.
